Key Pennsylvania crash statistics (2025)
- 1,042 people died in Pennsylvania traffic crashes in 2025 under PennDOT's updated count, the lowest since record keeping began in 1928. The April 2026 release said 1,047, which was 80 fewer than 2024.
- 979 fatal crashes, the lowest on record, down from 1,060 in 2024.
- 109,541 reportable crashes, about 300 a day, and 64,988 people injured, about 178 a day (PennDOT's daily averages).
- 196 alcohol-related deaths, down from 244 in 2024. PennDOT's release separately counts 258 deaths in impaired-driver crashes, down from 342 (a different definition).
- 259 people killed while not wearing a seat belt, down from 311, the lowest on record (PennDOT release).
- 54 deaths involved a distracted driver, up from 49. Paul Miller's Law, which bans hand-held phone use while driving, took effect in June 2025; fines started June 5, 2026.
- 28 bicyclists were killed, up from 19; PennDOT says 12 were riding e-bikes.
- $29.97 billion comprehensive loss from reportable crashes, or $2,295 per Pennsylvania resident (PennDOT's estimate).
Newest federal figures for Pennsylvania
PennDOT and NHTSA both count deaths within 30 days, but NHTSA's newest numbers are projections, so label them as estimates.
- NHTSA early estimate, Q1 2026: 223 Pennsylvania deaths in January–March 2026, up from 178 in Q1 2025 (+25.3%), and 1.04 deaths per 100 million miles versus 0.84 (DOT HS 813 833). It is one quarter of projected data and will be revised.
- NHTSA early estimate, 2025: 1,069 deaths, down 5.1%, at 1.06 per 100 million miles (DOT HS 813 800). PennDOT's own 2025 count, 1,042, is lower.
- FARS 2024 annual report file: 1,127 deaths, 8.6 per 100,000 people and 1.18 per 100 million miles (IIHS Fatality Facts 2024). That matches PennDOT's 2024 total.
How to use these numbers correctly
For the official Pennsylvania total, cite PennDOT and the year: "1,042 deaths in 2025 (PennDOT, updated August 2026)." If you quote the 2025 Crash Facts book directly, it says 1,047; mention the update. For state-to-state comparisons, use FARS, where every state is counted the same way. For 2026, the only number so far is NHTSA's first-quarter estimate, and one quarter is too short to call a trend.
Two cautions. First, PennDOT's "speed-related" deaths count only crashes where speed was the prime contributing factor, so they are lower than federal speeding counts. Second, the mileage rate in each book uses the previous year's mileage, so small year-to-year moves in the rate are not precise.
What it means for Pennsylvania drivers and insurance
Fewer deaths is good news, but Pennsylvania still averaged about 300 reportable crashes a day in 2025. Most of those become insurance claims.
Low minimum limits. The Pennsylvania Insurance Department lists minimum liability of $15,000 per person and $30,000 per accident for bodily injury and $5,000 for property damage (or a $35,000 combined single limit), plus at least $5,000 in medical benefits. That $5,000 property limit can be used up by one newer car. Our Pennsylvania minimum coverage calculator shows what the minimum pays.
Limited tort or full tort. Pennsylvania drivers choose whether they can sue for pain and suffering after a crash. Read Pennsylvania limited tort vs full tort before you renew.
Cost. NAIC's 2024 Average Premium Supplement puts Pennsylvania's average auto insurance expenditure at $1,267.10 per insured vehicle in 2024, up from $1,154.15 in 2023 (+9.8%, our calculation) and below the U.S. average of $1,431.63.
Deer. Crashes involving a deer rose to 5,023 in 2025 from 4,533 in 2022. Hitting a deer is usually a comprehensive claim, not collision.
